Lenape Regional High School District Board of Education

LENAPE REGIONAL HIGH SCHOOL DISTRICT BOARD OF EDUCATION hereby requests sealed bids for Project No. 8204/1236-032-21/BID NO. 116-23:  Lenape Regional High School District – Lenape, Shawnee, Cherokee and Seneca High Schools Stadium Fencing.  Sealed bids will be received for the following contract:
Overall Lump Sum

Bids must be enclosed in a sealed envelope bearing the name of the Bidder and the Work being bid including Project No. 8204/1236-032-21/BID NO. 116-23 on the outside lower right-hand corner of the envelope.

BID OPENING DATE:  Sealed bids will be received by the Lenape Regional High School District Board of Education, 93 Willow Grove Road, Shamong, NJ 08088; Attention:  Ms. Kara Huber, Business Administrator/ Board Secretary on Tuesday, March 7, 2023 at 2:00 PM.  Bids will be publicly opened and read aloud immediately thereafter in the School District’s Conference Room.
PRE-BID CONFERENCE:  A pre-bid meeting will be held at Lenape High School – 235 Hartford Road, Medford NJ 08055, on Tuesday, February 21, 2023 at 10:00am.  ALL participants are required to sign-in at the Main Office.  A walk-through of the School will take place following the Pre-Bid Conference. Bidders are strongly urged to attend.

Electronic bid documents may be obtained on/after Thursday, February 16, 2023 for a non-refundable fee of $25.00 from the Architect:

The Bidder, or its sub-contractors, shall be classified by the State of New Jersey – Division of Property Management and Construction in one of the following classifications:

The Bidder, and any sub-contractor classified under the above categories must present evidence INCLUDED WITHIN THEIR FORM OF BID, of their pre-qualifications, including current Division of Property Management and Construction (DPMC) Copy of “Notice of Classification”, Current DPMC Copy of “Total Amount of Uncompleted Contracts” and Business Registration Certificate.

Bidding shall be in conformance with the applicable requirements of NJSA 18A:18A-1 et. seq., the Public School Contracts Law.

IF NECESSARY, AN ADDENDUM WILL BE ISSUED in accordance with NJSA 18A:18A-1 et. seq, the Public School Contracts Law.

The Lenape Regional High School District Board of Education assumes no responsibility whatsoever in connection with any defects arising out of the issuance of the Contract Documents or the receipt or failure to receive bids, including those which may arise from delay for any reason in obtaining the Contract Documents or submitting the Contract Bid Forms, including but not limited to traffic delay, messengering, mis-labeling, mis-directions from any source, mis-delivery or otherwise. 

When it is its best interest to do so and to the maximum extent of its discretion under applicable law, the Lenape Regional High School District Board of Education may award the Contract in whole or in part, select any combination of bids and alternates, may waive informalities, and may reject any or all bids:

B. BASE BID SCOPE OF WORK – RESTORATION AND REPLACEMENT OF EXISTING STADIUM CHAIN LINK FENCING.
1. CONTRACT NO. 1 – STADIUM FENCING:  General Coordination responsibilities including the following:
a. Coordination of the work with the Owner, Engineer and Architect.
b. The Contractor shall be responsible for the complete preparation of the existing site, including but not limited to:
1) Clearing and stock-piling / removal of excess fill, topsoil and debris. 
2) All indicated and required sediment/erosion control measures.
3) Preservation and reconstruction of existing site improvements noted. 
4) Cleaning and site restoration as required to restore existing conditions to their pre-contract state, including all staging areas and improvements impacted by the scope of this contract.  Restoration of existing chain link fencing as required.
5) Reconstruction and replacement of 4’ high chain link fencing at the stadiums of the four high schools within LRHSD.  All fence components shall be removed and replaced as scheduled, with the exception that the existing fence line, end corner and swing gate posts and foundations shall remain and shall be sleeved with new black coated galvanized 40 steel pipe as scheduled.  Cantilevered gate posts shall be new.
6) Fence shall be 1-3/4” polymer coated steel fabric: ASTM F668, 9 gauge, knuckle selvage for both top and bottom, K&K gauge is to be that of the metallic steel core wire.
7) Coating is to be class 2B fused and adhered, color is to be black.
8) Line posts:
a) New: New line posts to be 2-3/8” dia. schedule 40 standard weight pipe, ASTM F1083, 1.8 oz/sq ft hot dip galvanized zinc interior coating, w/ black coating.
b) Sleeve over existing: Pipe sleeve over ex posts to be as scheduled on the drawings and as required to suit the existing post size and diameter schedule 40 standard weight pipe, ASTM F1083, 1.8 sq ft hot dip galvanized zinc exterior and 1.8 oz/sq ft hot dip galvanized zinc interior coating, w/ black polymer coating. Shim / apply steel-reinforced, non-rusting epoxy putty to bond sleeves to existing posts.
9) End, corner, pull posts, 4” dia. (4” actual), schedule 40 standard weight pipe 9.11 lbs/ft, w/ black coating.
a) New: new end, corner, pull posts, 4” dia. (4” actual), schedule 40 standard weight pipe 9.11 lbs/ft, w/ black polymer coating.
b) Sleeve over existing: pipe sleeve over existing posts to be as scheduled on the drawings and as required to suit the existing post size and diameter. Schedule 40 standard weight pipe, ASTM F1083, 1.8 oz/sq ft hot dip galvanized zinc exterior and 1.8 oz/sq ft hot dip galvanized zinc interior coating, w/ black polymer coating.  Shim / apply steel-reinforced, non-rusting epoxy putty to bond sleeves to existing posts.
10) Top, brace, and bottom rails: Schedule 40 standard weight pipe 1.660 in. (42.2 mm) od, w/ black polymer coating. There will be no intermediate rail
11) Swinging gates: Single and double swinging gates shall be as indicated and scheduled
12) Cantilevered gates: Aluminum cantilevered gates as indicated and scheduled.  All material for new cantilevered gates shall be new, including posts and associated foundations.  Refer to specifications for additional information.

Addenda:
